EDICT and KANJIDIC are the data files that make jBrowse and many other useful Japanese language programs possible. They are the children of Jim Breen of Monash University along with hundreds of contributors. It is no exaggeration to say that EDICT is the single most important resource in Japanese<->English computing.

WWWJDIC is the web interface to EDICT.

Kanjisite is a great resource for learning kanji.

Takahashi 'Maki' Masayoshi has en excellent Japanese tutorial which contains about the only useful description of the use of pitch in Japanese I've ever found.

Goo is a Japanese site that has a cgi script for adding furigana to a page (when it works).

jisyo.org, makers of the JQuickTrans dictionary, let you paste text into a web form which then adds pop-up hints.

it. rikai.com has a very interesting feature where you can paste English text into a form and have it reappear with Japanese pop-up definitions.

Texts

The Aozora repository of Japanese texts is the largest free collection of Japanese literature in electronic format.

Hitokuchi Douwa is a collection of very short and simple Japanese stories, ideal for the learner.

The University of Virginia has an astounding collection of Japanse e-texts, including all the Heian period greats.
